You need to do the following things:&lt;/P&gt;&lt;P&gt;As root run the following from the db $ORACLE_HOME/bin&lt;/P&gt;&lt;P&gt;localconfig reset&lt;/P&gt;&lt;P&gt;and you can also try this if it doesn't successfully run:&lt;/P&gt;&lt;P&gt;localconfig add&lt;/P&gt;&lt;P&gt;Finally, after running reset option, you need to run root.sh .&lt;/P&gt;&lt;P&gt;Hopefully this helps resolve your issue.
