| Hi, Yes , you can create a website using oracle. They have a free product called Oracle APEX. This is completely free but they don't provide support for it at all. You have to do online search for issues if you encounter any. You can download the software from oracle's website. I've set it up couple of times and it's very easy to get use to and you can administer the database using the website. Hope that helps.
